Judy Belkis founded Serving the Exceptional Populations in August, 1999.  Her vision was to create a positive learning environment for students of all levels and STEPS has given her the avenue to watch that vision become a reality.  With over 20 years of experience in education, her passion and drive have molded many students, teachers and other professionals to be the best they can be.

Judy was a member of the United States Army, and holds a BA in Business Management and Marketing and a MA in Special Education.  It is the everyday experiences with students, teachers, other professionals, and parents that continue to truly mold Judy.

Judy enjoys time with friends, traveling and being outdoors.  However, it is her husband, three children and two grandchildren that bring her the most joy.
