Judy Belkis founded Serving the Exceptional Populations in August, 1999. Her vision was to create a positive learning environment for students of all levels.

Rachel Devereaux has over 15 years of experience in Special Education. She earned a Bachelor’s degree in psychology and a Masters in Education, and is certified in Special Education.

Dr. Eddi Hoedebeck has and always will have a love of learning which includes a PhD in Curriculum and Instruction with an emphasis in Learning Technology.

Kendra Spens has been in the education field since 2002. She started her career as a 7th and 8th grade English teacher.

Kim is a visionary who believes in collaboration, mutual respect, and alignment not only with her team, but with her internal partners and external customers.

Monique Maldonado is a special education service provider that has been bringing new learning experiences to the STEPs organization for the past 7 years with her own personal touch.

Charlotte Parker is currently a Senior Compliance Coordinator and also an ELL District Coordinator for several schools.

Alyssa Coronado is a Certified Special Education Teacher in the state of Arizona. She is duel certified in Special Education-Cross Categorical, Kindergarten through High School and General Education, Kindergarten through Eighth Grade.

James Beal is a certified Special Education Teacher, and he holds an Arizona Cross Categorical Special Education, K-12 Certificate.
